Vais is not a God as such and his/her/its followers do not really constitute a religion. It is speculated by the few who actually care about these things that Vais is what exists before a God truly comes to life; too sparsely and vaguely followed to truly have cosmic power, and so uncertain in form that even Its followers are not sure whether they believe in It as an actual being or as some kind of metaphor.
The truth is that Vais is a Forgotten God, once that of a small religion, but with the scattering of his people his divinity was lost on the wind, and only a select few ever hear his message.
For many hundreds of years Vais, in so much as he still had a conciousness with which to do so, petitioned the pious and tried to make his message heard, but what he discovered is that he was not content with mere belief. A secluded monk of Vais would be a contradiction in terms - Vais's work can only be done from an active position in the community. In fact, not only was he not content with mere belief - he didn't even desire belief. He needs it in as much as that is how Gods are sustained, but he does not actively want it. In fact, some of his best followers don't believe in him.
Vais's sphere was Justice. There are greater Gods of Justice - in a land like Erde, how could there not be? However, Vais highly disapproves of the pomp and ceremony that surrounds large religions, holding that any effort in that direction could be better applied elsewhere. Vais is a loner's God, and a wanderer's God. Vais doesn't want your prayers, he would rather you get up and do something. Vais is a police officer's God. Vais is the pursuit of Truth, Justice and Mercy, all in good measure, but with Justice reigning supreme. Vais is hot-blooded anger tempered by cold-blooded righteous malice. Vais is the endless chase, the feral hunt for the criminal, and following due course when he is found. Vais is passion and restraint. Vais is the beast within and the mind over matter.
Vais is the stars, distant yet constant, watching all but touching few. The stars are ordered in their cycles, and unpredictable in the ways they fall to earth, or are hidden from sight by daylight or mist.
There is no church. Vais is almost unique in that every follower of Vais came to him of their own accord, or were found by him - there is no community of faith. A prayer to Vais is uttered in the mind, silent and heartfelt and undirected.
Let me find him.
Let me see him behind bars.
Let me find him in time.
If I kill him, he wins. Don't let me kill him.
Vais does what little he can. A little hint in the right direction. What detectives call 'hunches'. A well-timed fog or fallen tree to delay the criminal. A little less of the fury inside - or a little more.
Of course, Vais is not always there when you need him. Whether it is weakness stemming from his lack of believers or a hardness of heart, more often than not the stars give no answer and shed little light. More often than not they hide behind mist or sunlight.
This is why many of Vais's followers actually don't expressedly believe in him. Many curse his name, or whatever name they have given him, and fall back to their other crutch whether it is drink or violence or evil. But when they need him, they crawl back to him, always. Because Gods are messy and awkward and who has time to pray, but the stars are the Sentinels of the Night, and the Solace of the Stars is there to return to.
